Why is oil only found in the seed of a plant?

Why is it only found there and no where else? Why is oil only found in the seed of a plant?
Who said the oils are present only in seed?

You never play with orange skin peel? If you press it, oils will come out. If you press it in front of a spirit lamp, you can see the flame from the oil.

Citrus leaves have many volatile oils.

Eucalyptus barks are used to extract oils.

Note:

Oil is a storage product of plants. Like other storage products such as carbohydrates and proteins, oils are also generally stored in seeds. However, it does not mean that oils are only stored in seeds.
